Ours does. She has a wet nose all of the time and she likes to dry it on other things. Delightful, I know. I would take your cat to the vet just to be sure.
Erg. I have NO time to get him to the vet which sounds awful and obv. I would make time if he seemed unhappy, but he just sneezes these cute little sneezes and I notice him doing it fairly frequently. Otherwise he is fine as usual.
Cats get sick. If you notice that Samson stops eating and/or drinking, you should definitely head to the vet. Cats apparently sometimes feel sick, so they stop eating, so they feel sicker, and it gets into a vicious loop.
Our cats get what seem to be colds every so often, usually they pass in a few days. What josh says is correct: if they stop eating or drinking that can become severe very quickly.
Cats get allergies too but I think it's more of an itchy/licking all their hair off kind of experience. There are cat allergy medicines and hypoallergenic cat food...
In addition to other folks' comments above: Cats can indeed have allergies. (I don't know if they produce sneezing, but I have a friend whose cat is made itchy enough by allergies to tear out her fur and go after her skin.)
