help with online transactions

Suppose I buy something online, and my credit card is charged, but I never receive the product? (In this case, the product is a file, so I never receive an e-mail with the file.) To whom do I report this sort of thing? What's the better business bureau for online transactions? (This vendor is in the UK, btw.) This is through a site the person owns, not through Ebay or Amazon or anything. It's through this arranger's site, and the explanations for how to order sheet music are here... but I never received an e-mail after ordering.

I don't want to report the party yet, but I do want to threaten appropriate action in my next e-mail.
